This seminar is presented by Mr Matthew Clemow, Group Manager for Gas Operations at the Australian Energy Market Operator (AEMO), and moderated by Dr Adrian Panow, Director of Major Projects at the Melbourne Energy Institute. It is the second instalment of the MEInetwork22 Seminar Series, with a focus on the gas supply chain.

The presentation provides an overview of AEMO’s role and functions within Australia’s energy market regulatory framework, including how the gas markets balance supply and demand. There are different gas market designs and supply mechanisms to meet the supply objectives of that market. AEMO’s largest gas market is in Victoria, where AEMO has the unique role of operating both the Victorian gas transmission system and the wholesale gas market. This includes market mechanisms and operational responses to ensure that the integrity of the gas system is maintained when demand outstrips supply, as well as AEMO’s wholesale gas metering role to support accurate market settlements.

The seminar was hosted as a hybrid event, simultaneously delivered in person and streamed online.

To transform our energy system, we first need to understand how it works. The MEInetwork Seminar Series aims to give participants a sound understanding of the current technical and economic factors that underpin the Australian energy system. Knowledge of these market factors is critical in determining the changes required to move towards a clean energy system.

Each year, the Seminar Series takes a deep dive into the complete supply and value chain of one of our primary energy vectors. In 2022, the MEInetwork22 Seminar Series will be comprised of seven seminars covering the gas supply chain, including discussion of the prospects of hydrogen displacing natural gas.

Mr Matthew Clemow
Group Manager, Gas Operations
Australian Energy Market Operator (AEMO)

Mr Matthew Clemow is Group Manager, Gas Markets and System Operations at the Australian Energy Market Operator (AEMO) where he is responsible for AEMO’s eastern Australia gas operations.

Matthew has been at AEMO for almost nine years. During this time, he has been responsible for:

  • the operation of the Victorian Gas Transmission System,
  • the AEMO wholesale gas markets including Victorian Declared Wholesale Gas Market and the Short Term Trading Markets,
  • the Gas Supply Guarantee process for monitoring gas supplies for power generation in the National Electricity Market, and
  • the publication of the Victorian Gas Planning Report.

Prior to joining AEMO, Matthew spent 10 years with EnergyAustralia, where he managed the commercial operations and business development functions for the Iona underground gas storage facility in Port Campbell, as well as projects for the Hallett and Tallawarra power stations, and a small coal seam gas drilling program in Queensland.

Before this, Matthew spent four years with Accenture in Singapore, and eight years in operational roles at the Qenos petrochemical plant in Altona.

Dr Adrian Panow
Director of Major Projects
Melbourne Energy Institute, University of Melbourne

Dr Adrian Panow has international private and public sector expertise in business and technology development, joint ventures, stakeholder engagement, commercialisation, policy implementation and program leadership. In MEI, he is responsible for establishment of a new major initiative called the Zero Emission Energy Laboratory (ZEE Lab) as well as developing other key programs.

Previous roles have included:

  • Director, Deakin Energy, Deakin University (delivering a 7.25MW solar and storage microgrid and securing $20m funding for a hydrogen applications centre)
  • Chief Technology Officer, Flexible Drive Pty Ltd
  • State Government of Victoria, Australia
    • Director Earth Resources Development
    • Director Energy Investment and Programs
  • Bonlac Foods Limited, International Business Development Manager - Bioscience

Adrian has a Bachelor of Applied Science (biochemistry/applied chemistry) degree, a PhD in industrial biotechnology, Graduate Certificate in Business Administration, and is a Graduate Member of the Australian Institute of Company Directors.
